A PVCencapsulated foot step (also called a plasticencapsulated manhole step, plasticcoated step iron, or polymerencapsulated rung) is a climbing step built from a steel reinforcing bar core that is completely sealed inside a moulded plastic body.

The steel provides the loadcarrying strength; the plastic provides corrosion protection, electrical insulation, and a nonslip tread surface. They are cast or grouted into the wall of manholes, inspection chambers, wet wells, pump stations, septic tanks, and water/sewage structures to form a fixed climbing ladder.
